Birch proposals: The early fight for child care quality


In June,1974 Margaret Birch, Provincial Secretary for Social Improvement sent to the legislature a proposal to transform Ontario’s working day care licensing necessities created, in their text, to “develop and run fewer costly working day treatment services”.  The overall working day treatment neighborhood across the province of Ontario rose up in opposition.  People believed that the policy would end result in a lot minimized high-quality in day treatment centres.  Julie Mathien and Susan Caldwell, users of the Daycare Reform Motion Alliance, describe the coverage difficulty, the marketing campaign and the aftermath.
